Oregon has some of the softest water in the United States — Portland's supply routinely tests below 30 ppm — so inlet-valve and tub-ring mineral problems are genuinely rare on top-loaders here. What Oregon has instead is damp. West of the Cascades the air stays humid for months on end, and a steel tub under a closed lid in an unheated garage or basement laundry area does not dry between loads, which produces the musty complaint owners assume must be a gasket. High-efficiency impeller models fare worst, because a gentler wash leaves more residue under the tub ring for the damp to work on. East of the Cascades the picture flips: drier air, harder water, and colder winters on the supply hoses.
