Washington has very soft water statewide, so mineral problems rarely fail a top-loader in Vancouver. West of the Cascades, sustained damp is the issue — a steel tub under a closed lid in an unheated garage never dries between loads, which is where the musty complaint starts, and HE impeller models suffer most. East of the Cascades it flips to dry air, harder water and cold-risk hoses.
On a top-loader the lid switch is a safety interlock: the machine will not spin, and on many models will not drain, unless it is satisfied that the lid is shut. The agitator dogs inside the top of the agitator are a genuinely accessible repair on many machines, and a competent technician will tell you if that is all you need rather than quoting a job. Replacing the full agitator assembly, or anything below it, gets into the transmission and is worth handing over. We would rather you heard that honestly than paid for work you did not need.
