California is really several water regions in one state. Southern California and much of the Central Valley draw on Colorado River and State Water Project supplies that run genuinely hard, while the far north and parts of the coast are considerably softer. In the hard-water half, a top-loader's inlet valve screens are the part that suffers — slow fills are the classic symptom — along with a persistent mineral film under the tub ring. California's other defining factor is its housing stock.
